Pabna PBS-2 Officers Function & Duties as per PBS Instruction Series 300-11 & 300-14
1. General Manager:
It wil be the responsibility General Manager to-
a) Plan ,Direct and Co-ordinate a membership drive throughout the pbs service are.
b) Direct and co-ordinate & Engineering design and construction of the electric facilities authorized by the samity board of director.
c) Development and implement the house wiring program so that wiring of houses will proceed concurrently with the construction of the distribution line .
d) Development and implement the opperational directives required to carry out the policies and decision of the samity board of directors.
e) Establish and direct an organization to operate and maintain the facilities nessary to carry out of the objectives of the program.
f) Development management practices method and procedure to assure effective operations of the system.
g) Provide advice and assistance to the organization staff to carryout an efficent operation.
2.Deputy General Manager:
It shal be duty of the Deputy General Manager to-
a) Plans,Direct and co-ordinate the activities of the PBS Zonal Office.
b) Developments and implements the opperational directives required to carry out the polices and decision of the PBS.
c) Developments and implements management practice,method and procedure so as to assure effective operation of the office.
d) Provide advice and assistance to the office personel to carry out an efficient operation .
e) Keeps PBS General Manager informed about the management and operational status of the PBS zonal office from time to time.
f) Keeps close and constant co-ordination with PBS departmental Heads about activities of the PBS Zonal office.
g) Ensures proper and timely information and material flow to-and-fro PBS Head Office.
h) Maintains liaison and close co-ordination with local administration and elites of the locality.
i) Maintain liaison close co-ordination with local administration of PDB,WZPDCO,DESCO,DPDC,PGCB,IPP Captive power plants and other allied Organization.
J) Ensure functioning of PBS's ERC activities and GIS programes.
k) Perfrom such other duties and resposibilitiesf as will be assigned from time to time.
3. Deputy General Manager (HQ-Tech) :
a) Supervise the overal function of AGM (Operational&Maintenance) ,AM (Engineering&Construction) and AGM (Power Management) of PBS HQ. AGM of zonal office will also keep regular contact with & provide technical reports to the Deputy General Manager (HQ- Tech) in performing their jobs.
b) Plans ,Directs and co-ordinates the activities of the PBS Institutional and system development programs and prepares technical proposal,reports and technical measures for the PBS system Improvement.
c) Plans ,Directs ,Co-ordinates and implements short-term and long term work-plans for proper and planned maintenance,augmentation and development of the distribution system of the PBS.
d) Prepares annual work plan and procurement plan for O&M and Deposit works as lead PBS through lead PBS.
e) Arranges/ensures procurement of materials for O&M and Deposit works as lead PBS through lead PBS.
f) Develops and implements the operational and maintenace directives required to carry out the policies and decision of the PBS.
g) Developments and implements management practice,method and procedures and provide and advices & assistant to the office personel so as to assure effective and efficient maintenance and operation of the office.
h) Prepares maintains detail report specially on primary metering,sub-station & other equipments load growth and pattern and system loss etc of the PBS.
i) With the assistant of the REB Engineering Department and Engineering Consultants,Plans and development long short range engineering studies ans systm improvement where needed.
j) Directs and co-ordinates the engineering design,construction,operation and maintenance of the electric facilities.
k) Ensure effective and efficient load management.
4. Assistant General Manager (Finance):
a) Prepare work plan for accounting activities.
b) Assist all sub-ordinate saff.
c) Train all subordinate regarding financial instruction and procedures.
d) Co-ordinate accounts and disbursement activities.
e) Co-ordinate with other department for accounts and disbursement activities.
f) Monitoring of all financial activities of the assigned zonal offices/sub-zonal offices.
g) Conduct monthly meeting with all sub-ordinates to discuss the problem and give nessary directives and solution.
h) Signing of disbursment checks/instruments.
i) Management of PBS funds.
j) Co-ordinate and follow up internal and external audit.
k) Preparation of annual Budget and establishment of budgetary controal.
l) Preparation of reports regarding accounts and disbursement.
5. Assistant General Manager (Admin):
a) Develops methods for application of internal audit principles to all management fuction of the PBS.
b) Co-ordinates the planning and development of the Annual Development plan for each department.
c) Co- ordinates the planning and developing of annual procurement plan for common service materials.
d) Co-ordinates the planning and developing of annual procurement plan for store materials in association with concern departments.
e) Advises and assists PBS Senior General Manager/General Manager regarding procurement of common service materials consistent with PBS policy.
f) Supervises the timely inventory,condemnation & disposal activities of common service material & PBS vehicle.
g) Adivse and asists in development of administration methods and procedure of the PBS.
h) Receives,routes and files correspondence report and documents.
i) Supervise the PBS security function logistic functional activities.
j) Develops methods for application for proper implementation of issues of legal affairs.
k) supervise the proper repair and maintenance of PBS transports and buildings.
l) Approves receiving reports as store officer.
6. AGM (Operational & Maintenance) :
a) Plans for the execution of the PBS's program for operation and maintenance of the PBS's electric system /network.
b) Directs the line operation and maintenance activities of the Department.
c) Assign daily,weekly and long range work schedule to the PBS work crews.
d) Develop plan assure the operation and maintenance of the system to provide continuous and reliability dependendable electric service to the PBS,s consumer members.
e) Maintain & supervise the operation of all sub-station metering and analyze quantum meter reading.
f) Directs a training program on operation and maintenance tools and work equipment.
g) Co-ordinate function of the operation and maintenance department with those of the department of power management and the design and engineering Departments.
h) Maintains reliable records of labor and materials,work equipment,tools ,transportation equipment and related cost associated with the department program.
i) Connects meter to the consumer ensuring sytem reliability.
j) Executes ERC activities and co-ordinates adequately concerted department's in these connection.
